2011 Title IV Safe and Drug-Free Schools and Communities Progress Report

The Safe and Drug-Free Schools and Communities Act (SDFSCA) (Title IV, Part A of ESEA) is part of a national effort to ensure academic success for all students. Its purpose is to support programs that prevent violence in and around schools; prevent the illegal use of alcohol, tobacco, and drugs; involve parents and communities; and to coordinate activities with related federal, state, school, and community efforts and resources to foster a safe and drug-free learning environment that supports student academic achievement. Local prevention programs and activities must meet the Principles of Effectiveness. The Title IV grant was discontinued in 2010-2011; however SSD had Title IV carryover funds to use in 2010-2011.

In spring 2011 the SSD Title IV Advisory Committee analyzed data to evaluate progress on the 2010–2011 goals. Both goals were met.

Goal 1 for 2010-2011:
The 2009-2010 average incidence rate of physical aggression towards staff and students (as evidenced by a decrease in the number of physical intervention referrals per student) as shown on PBS data in the Special Education Schools and Court Programs, will decrease by 2% or will maintain at a level of no more than an average rate of 1 incident per student by the end of 2010-2011.
Progress on goal: PBS outcome data for the 2010-2011 school year showed that, overall for the district, the goal was met by reducing the average incident rate by 16 percent for an average incident rate of .542 per student, exceeding the goal.

Goal 2 for 2010-2011:
By April 2011 75% of students in the Courts and Bridges programs, Northview, and Neuwoehner, and will increase their knowledge of the harmful effects of alcohol, tobacco, and other drugs as measured by pre and post test data.
Progress on goal: The district provided activities to increase ATOD knowledge that were appropriate for our various student populations. Pre/post-test assessments of ATOD activities measured an increase in knowledge of the harmful effects of ATOD. Across all populations, 88 percent of students increased their knowledge of the harmful effects of ATOD, exceeding the 75 percent goal.
