AD – School District Mission

The Special School District of St. Louis County Mission and Vision

Mission- To support and empower students of all learning abilities to excel to their greatest potential.

Vision- All students realize their full potential in life and learning.

Special School District of St. Louis County has two important functions: special education and technical education. The special education function is to identify eligible children with disabilities and to educate them consistent with their needs and the mandates of the law to enable each child to attain a meaningful quality of life, and an independent and productive place in society. 

The career technical education function is to supplement the comprehensive high school programs of St. Louis County with training opportunities aimed at educating students to succeed in their chosen vocations or to continue their education, and to become productive and responsible citizens. 

The district has a board-approved Comprehensive School Improvement Plan (CSIP) guided by the mission statement and based on the district’s fundamental beliefs about teaching and learning. The plan is for the operation and management of the district. The plan also serves as the district’s basis for selecting and implementing instructional programs designed to raise student achievement, the foundation for allocating resources, and developing policies and procedures. 

The CSIP is developed with the joint efforts of board members, staff, administrators, students, families, and community members and is evaluated and updated as necessary.  The plan is approved by the Board of Education and subsequently by the Governing Council. Goals, outcomes or objectives are provided in sufficient detail to direct the district’s improvement efforts for a least a five-year period.
