The Missouri State Board of Education has established sub-districts for the district as follows:

The board of education shall, each decade, within ninety (90) days following the publication of the final decennial census figures, adopt a resolution calling for the formation of a Redistricting Committee as specified in 162.867 RSMo. Upon adoption of such resolution, the secretary of the board of education shall forward a certified copy to the State Board of education requesting that a redistricting committee be appointed to establish new sub-districts based on population. 

The redistricting committee shall consist of:

  1. Three residents within the district, appointed by the Board of Education of the Special School District of St. Louis County
  2. Three (3) additional persons resident within the Special School District of St. Louis County, appointed by the State Board of Education

The redistricting committee shall meet, organize itself with a chairperson and secretary, and proceed with the adoption of a redistricting plan. Any plan proposed to be adopted must receive approval of most of the whole redistricting committee. Upon adoption, the redistricting committee shall forward a copy of the plan certified by the secretary of the redistricting committee to the State board of education for its approval or disapproval. The State Board of Education shall approve any redistricting plan considering existing school district boundary lines. All board members selected thereafter shall be selected from sub-districts in which they are resident. 

If the plan is not approved, it shall be returned to the redistricting committee for revision and resubmission. If a redistricting plan has not been adopted within one (1) year after the publication of the decennial census figures, the State Board of Education shall provide the redistricting plan. 

No member of the redistricting committee shall serve on the board of education for six (6) years after such service on the redistricting committee. 

School Board Elections
Members of the board are elected from the seven (7) sub-districts, as provided by state law. Each of the seven (7) sub-districts must be represented by a person who resides in the sub-district represented.  Partner Districts within the area served by Special School District may not be divided in establishing sub-districts.

The Governing Council will set the process for public notice, application, interview, and election of board members, as per State Statute. 

Candidate Filing
The process for elections will follow the sequence below:

  1. Board of Education members whose seats are up for election the following year are encouraged to declare their intention to run for re-election by September 1.
  2. The Governing Council will elect board members at its March meeting each year. 
  3. Before the sixteenth Tuesday preceding the Governing Council’s March meeting, the board shall publish in at least one newspaper of general circulation in the district the opening file date, the offices to be filled, the place for filing and the closing date for filing.
  4. Qualified applicants for the board shall file a declaration of candidacy during business hours in the Superintendent’s office between 8:00 a.m. on the seventeenth Tuesday before the election and 5:00 p.m. on the fourteenth Tuesday. The district may require individuals to schedule appointments to file on the fourteenth Tuesday. 
  5. Each qualified candidate shall declare his or her intent to become a candidate in person and in writing to the secretary of the Board of Education or designee, unless otherwise noted below.
  6. The district will provide each candidate a copy of the Notice of Candidate’s Obligation to File a Financial Interest Statement and a plain language summary of the applicable laws provided by the Missouri Ethics Commission as required by law. Candidates must comply with laws concerning eligibility, campaign financing, and campaign disclosures.
  7. If no candidate receives the required majority of votes from the Governing Council, the seat will remain open, and the election process begun again.  According to SS 162.867 RSMo, board members shall serve three-year terms until their successors are duly elected and qualified.

Filing by Certified Mail
In accordance with law, candidates may file by certified mail if they are unable to file the declaration of candidacy and other necessary paperwork in person due to a physical disability or because they are members of the U.S. Armed Forces on active duty. Upon request, the district will provide potential candidates with the necessary paperwork prior to the opening date of candidate filing and during the filing period. 

The candidate must personally sign the Declaration of Candidacy and other documents necessary for filing that require a signature, and the signatures must be notarized. In addition, the declaration of candidacy of a person with a physical disability who is filing by certified mail must be accompanied by a notarized statement from a licensed physician verifying the disability. A candidate on active-duty military service who is filing by certified mail must include a notarized statement from the candidate’s commanding officer verifying the candidate’s active-duty status. 

A candidate’s completed declaration of candidacy and other necessary documents must be received by the district during the official candidate filing period for them to be considered. If these documents are received by the district before 8:00 a.m. on the first day of filing or after 5:00 p.m. on the last day of filing, the district will not accept them.
